It Was Clear From This Experience That Any Project Could Be Completed On Time And Within Budget Providing The Appropriate Procurement Systems, Planning And Control Methods, Contracts And Financial Procedures Were In Place – Crucially With Experienced, Motivated People To Implement Them.
